THE LIST OF GUARANTEED MEDICAL CARE HAS BEEN APPROVED 

The list of guaranteed medical care was approved by the Order of the Minister of Health of the Republic of Uzbekistan (“Uzbekistan”) “On Approval of the List of Guaranteed Medical Care Provided in Outpatient and Inpatient Conditions at the District (City) Level, Reimbursed from the State Budget” No. 3465 dated 17 October 2023 (the “Order”).

Thus, in accordance with the Order, the list of guaranteed medical care provided in outpatient and inpatient conditions at the district (city) level, reimbursed from the state budget (the “List”), includes types of medical services[1], their description and terms of provision in family health centers, family polyclinics, multidisciplinary central polyclinics, district (city) central hospitals, and maternity hospitals.

In particular, the following types of medical services are guaranteed in family health centers and family polyclinics:

  • Medical examination and consultation of patients,
  • Provision of medical and preventive services,
  • Preventive and screening examinations,
  • Examinations necessary for diagnosis (e.g., anthropometry, auscultation, ophthalmoscopy, rhinoscopy, otoscopy),
  • Laboratory (general blood tests, general urinalysis, blood chemistry, and other tests),
  • Treatment, medical procedures, and practices,
  • Palliative medical care,
  • Examination of temporary incapacity for work,
  • Registration of death records.

In addition, the List also includes: 

  • List of diagnoses[2] covered by the scope of guaranteed medical care, including cardiology, endocrinology, pulmonology, rheumatology, ophthalmology, obstetrics and gynecology, etc.,
  • List of medicines and medical devices[3] with indication of generic name and dosage form.

To illustrate, the above-mentioned list of medicines contains, among others: 

  • Medicines affecting mainly the central nervous system (nikethamide, piracetam, sodium metamizole, paracetamol, etc.),
  • Medicines used to treat pathologies of the gastrointestinal tract (metoclopramide, ranitidine, omeprazole, loperamide hydrochloride, zinc sulfate),
  • Allergy medicines (diphenhydramine, cetirizine),
  • Medicines acting mainly in afferent (sensory) nerve endings (lidocaine, procaine, tetracaine),
  • Cardiovascular agents (nitroglycerin, isosorbide dinitrate, rosuvastatin, propranolol, etc.).

Furthermore, according to the Decree of the President of Uzbekistan “On Measures for Effective Organization of State Management in the Health Care Sector within the Framework of Administrative Reforms” No PP-197 dated 20 June 2023, the List will also be published and quarterly updated on the interactive portal “Open Health Care” on the official website of the Ministry of Health of Uzbekistan.

The List was agreed and approved by the Ministry of Economy and Finance of Uzbekistan, as well as by the State Health Insurance Fund under the Ministry of Health of Uzbekistan.

The Order came into force from the date of its official publication, i.e. from 17 October 2023.
